City and County of Broomfield
You may be eligible to receive financial support with your City and County of Broomfield (CCOB) water utility bill. The Utility Fund Assistance Program, launched in January 2025, is meant to help qualifying Broomfield residents offset the costs of their water utility bill.
The CCOB water utility rate increase was necessary to ensure the sustainability of aging infrastructure and the ability of CCOB to continue providing a safe and reliable water supply to residents. Increases in rates can be a challenge for some households, so CCOB implemented the Utility Fund Assistance Program to help those who are eligible.
To support community members with the highest financial need, City Council updated the Utility Fund Assistance Program for 2026. This program helps income-eligible households manage the cost of essential services following a rate increase necessary to maintain safe and reliable water infrastructure.
The program serves households earning up to 60% of the Area Median Income. For example, a family of four earning up to $84,060 qualifies for support. Eligible households receive up to $240 annually to offset utility expenses. Monthly assistance amounts are based on housing type to reflect different average cost increases. Residents in single-family homes may receive $20 per month, while those in townhomes, duplexes or mobile homes may receive $18 per month. Residents in apartments or condominiums may receive $17 per month.
Assistance stays with the resident. If a participating household moves to a new address within Broomfield, the benefit transfers as long as program staff are notified of the move.

Applications close Oct. 30. Fill out the easy-to-use online form available on Broomfield.org/UtilityAssistance to apply. The updated application platform now allows residents to complete a single base application for multiple housing assistance programs. It requires that all applicants register on the new platform. New applicants will log in and create a new profile, while returning applicants will register, log in and reverify information as part of system improvements designed to make the process more efficient for both residents and staff. Residents who need help applying and would like to receive in-person guidance from CCOB staff can request an appointment at the George Di Ciero City and County Building by using the “Request an Appointment” form on Broomfield.org/UtilityAssistance. These consultations are available in English and Spanish.
For approved households, assistance will be applied quarterly, either as a credit on your CCOB water utility bills or as a check if you pay utilities through a third-party service. Quarterly payments or adjustments will be made by the end of the month following the end of the quarter in April, July, October and January.
